Is it illegal to falsify a college degree to a private employer in the state of California?

I have a fellow employee who says they received their degree in criminal justice from Concordia College. I have confirmed with them that this was not the legit Concordia at Moorehead. Is this illegal? Concordia College appears to be a diploma mill.
