Hi! Do you have to have a college degree to be able to work in singapore?

I am a Filipino, 23 years old, and have been planning to work in Singapore for the longest time. I am a college graduate with a BA degree, but the thing is, the friend I am planning to go with is not. He is just afraid to go through all the effort, and to spend a big sum of money to look for a job there, and in the end, go back to the Philippines in vain. If a college degree is indeed a requirement, do you have any suggestions how he could go about this?
